aparently the issue is with the way the interface produces the data either
in user mode or admin mode.

apparently, the designer of the interface did not want to give the 
admin any user capabilities on user accounts.

You cannot get to the user accounts unless ser is running.  

I am at a loss as to where this is breaking down.
