[Serusers] Question about SerWeb

you can't create users! but user can subscribe (like at iptel.org). so, 
at the login page, the user can subscribe, and an acount will be created.

if you want to create accounts for several users use the serctl utility. 
(/usr/local/sbin/serctl)
