  Honestly I do not think that such a restriction makes your network
  more secure. As long as the user knows correct username and password,
  why don't you let him to register several user agents ? Such a
  restriction would not allow simultaneous use of user agents with
  different capabilities, like voice-enabled-only phones and IM-only
  clients. Or do you expect your users to switch off the phones and
  start their IM clients if they want to send an instant message ?

  What kind of problems do you expect when billing several user agents
  of a single user ? 

  As I have written already, it is not possible to do such a restriction
  with ser.
