[sr-dev] [kamailio/kamailio] Transactions kept in memory, shared memory runs out and Kamailio gives up hope of life. (#1220)

While running SIPP and checking statistics, I see that inuse_transactions keep going up, but active_transactions stay low

```
tmx:active_transactions = 5
tmx:inuse_transactions = 1054

```

What is the difference between these?
