ok, in that case if they should have gotten the space directly from itu,
but perhaps that they have just found an unused part of the +1 space and
just have started to use.  in the latter case i wonder how useful such
action would be, because north american providers hardly would route any
calls to them.  it would be as useless as the "invented" numbers of fwd.
