Not quite. The authority which manages north american space 
(http://www.nanpa.com) only manages  prefixes ranging from +12XXXXXXXXX 
to +19XXXXXXXXX. Also, I don't believe that this authority would give 
10^9 numbers (that is - one billion numbers) to a single entity, it 
would be ridiculous.
