[Serdev] serctl bug??

Hello all,

I was trying to add an alias using serctl, but the
binding is expiring just after its addition. 

I checked serctl and it seems that the expire being
used is:
# expiration time for alias table
FOREVER='2020-05-28 21:32:15'
FOREVER_REL=1073741823

Looking at the source code, I saw that this
FOREVEL_REL is addded to the timestamp of the current
time, right?

I guess that this addition is actually going beyond
the limits of time.h. Is this assumption right? The
2038 year bug?

I think the value of FOREVER_REL should be decreased
in all versions.
