Summary: global AVPs

Initial Comment:
it would be great if version 1.5 would include global AVPs that could be set during proxy startup and dynamically using MI command.  they could be then used for dynamic configuration of proxy similar to global flags.  examples could be various timer values and which enum top level domains to query.
