i agree that lcr module currently implement two unrelated
functionalities.

i don't exactly know, what the policy is regarding what is in core and
what is in modules, but i would think that functions that are not used
by any modules should be implemented in modules.

since i'm currently working on lcr module anyway, i'll check if
load_contacts()/next_contacts() could be used without requiring
configuring the database stuff.
