[OpenSER-Devel] media-relay does not start at boot

From other Debian packages I've seen, standard practice would seem to be
to set START=no in /etc/default/mediaproxy so that the init script could
complete successfully (thus satisfying dpkg) but wouldn't start the
daemon until it is configured. Look at the rsync package for a good
example.
