Summary: adding chroot support to openserctl

Initial Comment:
This patch adds chroot support to openserctl by respecting the CHROOT_DIR variable and also adds a couple of extra checks to make sure the command doesn't error out when the fifo exists.  chroot support assumes support in the init script to create a symlink for the fifo and complains when this doesn't exist.  When CHROOT_DIR isn't it behaves exactly as before.
