1.3.1 is just supposed to include bug fixes.  if you think you cannot
live with our current 6+ months release cycle, then either the release
policy needs to explicitly changed or you need to run diffs over 1.3 in
order to get what you need and cannot wait for 1.4.  

i personally don't think that is a good idea to change the 6+ months
release cycle.  everyone will always need something right now and the
needs differ.
