as far as I know, that callback was used only by presence module. The 
drawback was that the expire time was invalid for publishing usrloc 
state via pua_usrloc. I can backport it to 1.1, just to check if has 
some impact or is useless -- pa might be the only one using it.

Fixes that do affect 1.1 are going to be backported for a while.
