dan,

this is collaborative effort, but not an anarchic one without any rules.
i don't remember if we have made a formal decision about it, but my
understanding has always been that all code that affects how openser is
used, MUST be documented.  if someone is not willing to document his/her
changes or contract someone else to do so, then that kind of code cannot
be committed to openser.

there is no 5 minute deadline for committing the doc changes, but docs
must be updated in a reasonably short time.  if not done so, it is very
likely that the whole thing will be forgotten and docs get never
updated.  all of us, of course, like coding more than
writing docs, but in a collaborative effort some people cannot be above
the rest and have their own rules.
