freeradius will work, because if User-Name is not defined it has a 
fallback mechanism and will use UNKNOWN for the username part. However I 
doubt that you will be able to use those accounting records at all.

Considering that the username is almost always taken from the the same 
place, why not use that as a default unless specifically overwritten by 
the user in the script? That way one can set it only when necessary (for 
example after a diversion / call forward), and not everytime.
