[Devel] rfc3680 - SIP Event Package for Registrations

Hi,

on a first look over the RFC, it seams it provides a mechanism for 
events triggered by registration; PA works within a registration - 
provides the state of a registration; so, extending PA is not a good 
approach.

the alternative will be to have a different module on top of usrloc....

again, this is just a first impression after a quick look on the rfc.
