[Devel] FL_REQ_UPSTREAM introduction in module acc

Salut Razvan,

yes that's right, the comments in the sip_msg structure are misleading 
and the FL_REQ_UPSTREAM flag no not set by ACC module in the proper 
flags set.

I fixed it on the CVS.
