It may be necessary for you - and your superiors - to accept that not 
all problems can be solved with the constraints one is given, and this 
may be one of them.

As others have pointed out, you can reorganise Asterisk in various 
ways to take advantage of Kamailio by centralising and/or specialising 
some nodes.  But while this may buy you more capacity, it is not a 
true distributed design, and a true distributed design doesn't seem 
impossible without reimplementing large aspects of your existing system.
