I think there are too many t_relay(). Just one will suffice.
    if(has_totag()){
          if(is_method("BYE")){
                xlog(......);
            }
          t_relay(); #relay all in-dialog messages (also BYEs)
          exit;
    }

Can you try with smth like this?
