Kamailio is not a UAC (despite the existence of the UAC module) and thus
cannot originate any REGISTER requests. Only a UAC (like Asterisk) can
do that.
About the only thing you can do is have Asterisk register to your
service provider through Kamailio by having Kamalio route the REGISTER
request and statefully forward the replies.
