Hi Tung,

You cannot convert 183 into 180 in on_reply route.  No conversions are
possible in on_reply route.
What you can do, as a workaround, is generate a 180 right after you
receive the INVITE and later on, when the server receives the 183, you
can drop the 183 provisional response.
