Have you really read the doc? ;)

; start         Boolean value that specifies if to start the RTP proxy server.
;               Default value: Yes


Also, after setting tha parameter to "yes" do a "tail -f /var/log/syslog" to 
see mediaproxy and proxydispatcher messages.
