[OpenSER-Users] REGISTER Invalid Cseq Number

Hi Tele,

0 value disable the retransmission detection (same cseq), so it is the 
opposite of what you are trying to do.

I think the fix should be in the device (as it breaks the RFC) and not 
in openser.
