[Users] Dispatcher and failover in 1.2.0

Hello,

you have to set the *_avp parameters of dispatcher module. Previously 
they were initialized to some values, but that was like an hidden bomb - 
one could overwrite/delete those avps without knoledge they were used in 
some other part. I just commited to play a warning if such case happens.
