OpenSER modules can be included while compiling by using the "include_modules" 
statement. Thus, the perl module (not "mod_perl", as Daniel already pointed 
out) can be compiled along with OpenSER by using
make include_modules="perl"

You will need your distribution's perl development packages installed while 
compiling.
