Not exactly what you are looking for, but this may help:

You can set the tos for SIP messages and provide priority accordingly.
Same thing can be done for RTP packets (with rtpproxy).

As for bandwidth management, the dialog module might help ...
As of today (openser 1.2), you can retrieve the number of active
dialogs, but not the codec that is used.
