[Users] New Rules: no line wrapping

I'ld like to make a plea to everyone on this list:

 Please make sure that your mailer doesn't fold long lines
 in your outbound email.

There are certain things that should be sent verbatim (although
possibly "anonymized") for example, ngrep output and openser.cfg
snippets.

I hope I don't send mangled email... let me know if I do, but please 
make sure it's not your mail reader that is doing the mangling.
