[Users] add_diversion working

Hi,
as far as I can see,
no diversion header is added.
I have a few types of phones that does not include a Diversion header
when sending a 302 unconditional so I'm trying to add that via the
add_diversion.

I have'nt seen any errors yet. I'll add some more debugs..
