[Users] Group creation with openserctl

Hi Antoine,

openserctl keeps internally a list of allowed ACL in order to control 
the parameters of the acl commands.
You need to tune this list according to your needs - see the VERIFY_ACL 
and ACL_GROUPS in your openserctlrc file
