[Users] BYE then Forbidden

OpenSER will not do anything it is not told to do. The default action 
is to DROP all messages. So I would take a look in your openser.cfg 
file to file some rule that you are appling to a BYE message

Hope this helps, if you can't find anting, post your openser.cfg so 
other can take a look.
