[Users] 30 seconds between physical cancel and openser cancel receiving

Hello,

this latency comes from PSTN system. In PSTN you can hang up a phone and 
pick up another one serving the same extension without losing the call, 
if you do the switching in several seconds.

I assume that the teles device has some configuration option to adjust 
the value.
