[Users] BYE retransmits too quick!

Daniel,

I see now.  You are using alarm() call?

I think it would be better for the first timeout to be more than a second.
We are seeing initial timeouts in the 30ms range...some of the
big boys don't like it.  Can't I set the t1 timeout individually? 
I'll try setting it
to 2 :-)
