[Users] new module: siptrace

Hello,
it seems that the anonymous CVS is not yet synchronized with developer
CVS (sourceforge policy). I posted a temporary snapshot at:
http://www.openser.org/tmp/openser/openser-1.1.0-dev17-tls_src.tar.gz
