[Users] location table version should be upgraded

indeed, it should be changed, but I would recommend to start another 
numbering schema for this tables, to avoid same problem when the version 
in ser increases. Something like, if the structure is different than in 
ser, then start versioning from 1000. Any other idea or suggestions?
