[Users] Timer for unaccessible gateway

I wonder if openser is able to differ between

UA       Proxy          GW
--INVITE-->
   --        ---INVITE--->
   |         ---INVITE--->
   |
   | 5 sec   ---INVITE--->
   |
   |
   --        ---INVITE--->


and
UA       Proxy          GW
--INVITE-->
   --        ---INVITE--->
   |         <---100------
   |
   | 5 sec
   |
   |
   --


How to differ between this scenarios? The first one should handle a 
failover to the next GW, the second one not.
