[SR-Users] Querying presence state from config file

Hello,

if there is a rpc command for that, jsonrpcs has a function to execute
from routing blocks, then jansson module can be used to dissect the rpc
response.

If not and no exiting function in the readmes can help, then it requires
c code to implement a new function.
