[SR-Users] loose_route() and FQDN

As an update, in the development version there is no is_first_hop(mode)
and when mode is 1, it should skip checking for ip and matching src ip
against it, so it should work with FQDN, expecting the config admin to
restrict looping, etc... for accurate results.
