[SR-Users] dispatcher algorithm 11, no more than 25 hosts in group for proper distribution

Hi Ivan, must be a limitation/problem in the computation, can you open an
issue.

Since I have built on top of algorithm 11, I could have a look, we may also
notify the original author to see what can be done.
