[SR-Users] rfc: types of announcements on sr-users list

Hello,

I got only a few direct responses in the line of "don't minding" to get
one-time announcements about open source and free projects related to
Kamailio.

If no other opinion, then let's go this way and then adjust the policies
if needed based on what happenes.
