[SR-Users] Freezing development for Kamailio v5.4.0

[Daniel-Constantin Mierla]

Existing pull requests at the freezing time can still be merged
afterwards (as mentioned in the first email on this thread) -- ideally
before creating the 5.4 branch, so that still gives like 3 weeks time
frame for review and merge.
