Hi David,

Are you sure you have your repos setup correctly?

Check https://packages.debian.org/stable/libs/libreadline7

Example direct link for amd64:

http://ftp.us.debian.org/debian/pool/main/r/readline/libreadline7_7.0-3_amd64.deb

But you should definitely be able to install via APT.
