Hello Steve,

if you're referring to the permissions module functionality, basically these are two 
different functions implementing a different logic for certain use cases in a Kamailio cfg.

The permission module is quite old. Nowadays a lot of its functionality could be also 
implemented with simple configuration logic and e.g. the htable module for in-memory 
caching of the structures.
