i though it caused by NAT at the begging but Yes it's only affect on Control plan .

there is a firewall and router between the users and the proxy , after making a lot of tests i found that when the Ue receive the invite sip message and start ringing there is no 180 ringing  and 200 ok messages arrived to the proxy and the second user doesn't know if the call success  :\
in another word:

ue1 ------------invite----------->proxy--------invite------->ue2
ue1  <-------------trying -----------proxy <-------------trying ----ue2
and there is no 180 ringing ,200 ok message sent from the ue2 to the proxy .

so how could i solve this issue ?

The NAT issue in IMS (and VoIP) solution networks, is affected to
user-plan (e.g Voice) only. In this regards, you maybe have no-way
audio or one-way audio.
As you mentions, Your isuue is in control-plan (signalling in IMS),

p-cscf and user2's device, so that why the user2 doesn’t receive
INVITE signalling.
Do you could use Multi-Homed in p-cscf or not?
