Yes, this was the issue and now it is resolved.

It was commented out like.

######!define WITH_TLS

I removed prior ##### and kept it #!define WITH_TLS. It worked.
[root at uk-vap-002 log]# ss -tnlp | grep kamailio

somewhere at the top of your config (see the comments there)?
