What exactly is the SIPp limitation that troubles you, here?

SIPp can certainly initiate 1000 CPS (or more).

If you mean that it cannot support more than a few thousand concurrent 
calls with RTP, you would be correct, but the same holds true of any 
other endpoint out there. You would need a large, complicated, 
horizontal farm of endpoints to establish, for example, tens of 
thousands of calls with two-way RTP.
