[SR-Users] No contact info(0 bindings) in 200-register

Hello,

hmm, probably we should not send a 200 response in this case, a 400 is
probably more appropriate.

If you have time, open an issue on github kamailio project not to forget
about it and I will take a look at it with first opportunity.
