I guess custom actions instead of costume work.

So the answer is not simple, parse you config for all logic with respect
to your wishes. Taking the "default" config with kamailio. An action to
an ACK can be defined in WITHINDLG. A callee not found can be handled in
LOCATION when the lookup() fails or in the MANAGE_FAILURE failure route.
