[SR-Users] dlg_set_timeout_by_profile not working on kamailio 4.1.5

Apparently these functions work when the dialog is established, more 
like updating the timeout value that was set via avp. I will look over 
the code and fix if that is an error. Maybe it is good to open an issue 
on tracker, not to forget about.
