[SR-Users] Replacing an ACME Packet Net-Net SBC

You don't need B2B functionality to provide SBC functionality.
SBC is a loose term these days. All you need is properly crafted signaling
to achieve you requirements.
Using a SIP proxy server as an SBC is pretty common these days.
