[SR-Users] SIP 480 - Service unvailable

Providers don't have any issues with caller id's. We can even call from a
single digit.
And even if a sip account is not associated with a caller id (a number)
rather its just a name (as skype id like xxx.yyy) when initiated a pstn
call, the providers use local numbers (if ur gateway is in germany then the
proivder will use a germany number) to call and the receiver will that
local number.
